Emerald Magistrate

Emerald Magistrates are the highest source of legal authority in the Empire, as personal representatives of the The Emerald Champion who is in turn The Emperor's lieutenant.

Emerald Magistrates uphold the law everywhere in Rokugan, irrespective of clan jurisdiction and, unlike most of the population, can move through clan boundaries freely if their mission requires it. However, most Emerald Magistrates are assigned to fulfil their duty in a town, city or small province.

As well as being responsible for collecting taxes, Emerald Magistrates have jurisdiction over crimes that threaten the Empire of the person of The Emperor such as treason, blasphemy, civil disorder including inter-clan conflict and Shadowlands incursions. Other crimes such as theft and murder are the jurisdiction of the Clan Magistrates.

As direct operatives of The Emerald Champion, Emerald Magistrates enjoy immunity from local daimyo but this does not extend to the Yoriki and Doshin that work for them.
